Job Description:

The City of Las Vegas is accepting applications for Sr Instrument Technician.  This position leads, oversees and participates in the more complex and difficult work of staff responsible for the calibration, documentation, troubleshooting, replacing, and repairing of industrial instrumentation used to measure and control waste water systems. Maintains and repairs electronic and electrical equipment.

Responsibilities:

  • Leads, plans, trains, reviews, and participates in the work of staff responsible for installing and mounting all instrumentation systems such as flow measuring devices using ultrasonic, magnetic or mechanical transducers; inspects installed systems to assure proper operation.
  • Ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management and supervisory staff; allocates resources accordingly.
  • Oversees and participates in the design, installation, fabrication, maintenance, construction, operation, and repair of electrical equipment and materials.
  • Oversees staff and participates in the operations of a variety of circuit testing equipment, aerial lift equipment, computerized and non-computerized test equipment, pneumatic tools, compressors, wire pulling devices, conduit bending equipment, small power tools, hand tools and related equipment.
  • Verifies the work of assigned employees and others for accuracy, proper work methods and techniques and compliance with applicable standards, specifications, and safe work practices and procedures.
  • Develops plans, designs and layouts; reads and interprets schematics, blueprints, related symbols and markings.
  • Designs and audits preventative maintenance procedures for required industrial instrumentation equipment and systems to include vibration analysis, oil analysis and thermography testing; trains and tests others on techniques and procedures to ensure consistency across all crew members.
  • Oversees staff and participates in the recording and verification of flow, temperature, pressure and other measurements used in wastewater treatment and laboratory equipment.
  • Oversees staff and participates in repairs to  instrumentation systems, analyzer equipment and components, both in the field and in the shop including microprocessor-based systems; diagnoses, troubleshoots, updates and repairs malfunctioning systems and equipment, calibration problems and other measuring, recording and transmitting device failures.
  • Coordinate updates to process control programs in support of instrumentation changes, including rescaling, device replacement, data logging, control logic, etc.
  • Update and maintain instrumentation and wiring diagrams, process and instrumentation diagrams (P&IDs), and technical manuals.
  • Fabricates and wires systems and devices in conjunction with other skilled staff; modifies and changes control circuits as required to accommodate additional or improved instrumentation devices; installs temporary systems to sustain operations.
  • Oversees and participates in repairs, calibrations and adjustments to proportional control valves, I/P positioner and limit switches.
  • Oversees staff and participates in drafting and editing instrumentation testing equipment calibration and training guidelines, standards and procedures; updates and maintains current instrumentation and wiring diagrams, electrical and electronic schematics, and piping and instrumentation diagrams (P&IDs) and technical manuals.
  • Updates instrument design guides and technical standards as required to keep current with industry standards for optimal performance and safety.
  • Works with Environmental Division staff to define process critical spares and create a spare parts inventory in Supply to minimize process downtime.
  • Assists the Maintenance Planner with planning and scheduling maintenance tasks.
  • Maintains a variety of automated and manual logs, records and files; performs a variety of record keeping, filing, indexing and other general clerical work.
  • Assists with ensuring the correct replacement parts are ordered.
  • Performs related duties and responsibilities as required.
  • Ability to utilize programmable logic controller (PLC) software as a troubleshooting tool.
  • Ability to utilize Supervisory Control and Data Acquisition (SCADA) software as a troubleshooting tool.
  • Read, interpret, and understand technical manuals, electrical schematics, drawing and diagrams. Interpolate from incomplete information.

Requirements:

  • Four years of increasingly responsible experience in the maintenance, repair, fabrication and  installation of industrial instrumentation. One year of supervisory or lead experience is desirable.
  • Equivalent to graduation from high school, supplemented by technical training in automation and control, calibration, instrumentation, or related field.
  • Possession of an appropriate, valid driver’s license on the date of application, and maintenance thereafter.
  • Possession of an appropriate city of Las Vegas aerial lift certification within six months of the date of appointment, and maintenance thereafter.
  • Possession of Certified Control Systems Technician (CCST) designation at any level, issued by the International Society of Automation (ISA),  within 6 months of the date of appointment and maintenance thereafter.
  • Possession or completion of any of the following is desirable:
    •  National Institute for Certification in Engineering Technologies (NICET) Fire Alarm Certification, Level I or higher.
    •  Clark County, Nevada, Journeyman Electrician or Master Electrician ID card.
