About UsInvestment and Technology is a Group within the Department of Transport and is responsible for providing investment strategy and delivering commercial and information technology services to drive high performance and improved commercial outcomes for the State.Enterprise Technology is a Division within Investment and Technology and provides IT services and technology for DoT delivering Corporate and Enterprise wide capabilities. It performs a central role providing core data services, Cyber leadership, and documenting strategic directions for all of DoT’s Information technology and data.About The RoleThe Assistant Director IT Risk, Assurance and Awareness position sits within Enterprise Technology and is responsible for leading the development, implementation and ongoing custodianship of technology, data and cyber risk management framework, including audit and compliance requirements, across Department of Transport, Transport Sector and the wider Whole of Victorian Government (WoVG). The role will provide assurance of control efficacy and drive the learning and awareness requirements for Information Technology across DoT.Key Accountabilities

  • IT Risk Management Framework – The Assistant Director IT Risk, Assurance and Awareness effectively develops, implements and takes custodianship of a holistic IT Risk Management Framework for DoT and the wider Transport Sector.
  • Learning and Awareness Strategic Plan –Developing a Learning and Awareness strategic plan for IT across DoT.
  • Implementation of Assurance Framework –Establishing and embedding the required assurance frameworks to ensure control efficacy.
  • Effective Audit and Compliance –Leading the establishment and custodianship of audit and compliance posture for IT across DoT and the wider Transport Sector.
  • Operational Oversight – Providing leadership and oversight in the strategic planning, assessment and execution of IT strategies, policies, procedures and guiding practices to be implemented within DoT and Transport Sector.
  • Effective People Leadership – The Assistant Director IT Risk, Assurance and Awareness provides effective leadership, people management and support to their team. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
  • Promote and support safe, inclusive and flexible team operations.

  • Policy Design and Development (Accomplished) – Formulating and communicating public policy options and recommendations; Developing a clear narrative for the policies and business cases including clear problem definition and objectives; Considering impact of policy to strategic plans, community needs, complementing programs and policies across the service.
  • Critical Thinking and Problem Solving (Leading) – Considering a broad range of topics (beyond immediate area of work), working across government and at senior levels to develop and deliver sustainable solutions.
  • Influence and Persuasion (Leading) – Developing long-term and multi-phased plans to influence others; Implementing complex strategies to build buy-in from key internal and external clients/stakeholders; Effectively negotiating with clients/stakeholders to achieve desired outcomes.
  • Communicate with Impact (Leading) – Identifying key messages and information required for decision-making; Providing high level advice on influencing and the needs of target audiences; Providing advice on the content and style appropriate to the audience.
  • Stakeholder Management (Leading) – Identifying and managing a range of complex and often competing needs; Facilitating innovative solutions to resolve stakeholder issues.
