Position Title: Associate Engineer

Job Description:
The City of Pasadena – Public Works Department is seeking professional, collaborative, forward thinking Associate Engineers with excellent customer service skills to join its Engineering Division.
Responsibilities:
- Plans, designs, and manages all phases of civil engineering public works construction projects, including defining the scope of the project; managing funding from Federal and State grant programs; coordinating with permitting and public utility agencies.
- Implements and updates City’s various infrastructure programs including sewer, storm drain and traffic signal master plans.
- Procures, negotiates and manages professional consultant contracts, including development of requests for qualifications (RFQ), requests for proposals (RFP).
- Reviews engineering calculations and construction plans/specifications prepared by consulting engineers to verify compliance with City/State design standards and ensure quality control.
- Leads and participates in the preparation of plans and specifications for in-house deign of public infrastructure projects, including sewer, stormdrain and/or traffic signal improvements.
- Assigns investigation, survey and drafting tasks to technical staff.
- Performs historical document research and review; engineering analysis for design alternatives.
- Collaborates with staff from various city departments, outside agencies and the public on project coordination matters and approvals, as well as in resolving technical issues.
- Represents the department at various public meetings; prepares and conveys presentations to build consensus and secure public support; maintains effective community participation on assigned projects.
- Coordinates public information and/or public noticing related to assigned projects.
- Administers grant funding appropriated on projects; secures project-level approvals and authorizations from granting agencies; prepares required programming and progress reports; and, maintains proper records to ensure grant compliance.
- Assists in the preparation of grant funding applications.
- Establishes and tracks project objectives, budget and schedule consistent with CIP goals and plans.
- Develops project quantities and cost estimates for construction.
- Prepares monthly progress reports of project expenditures and updates project schedule
- Develops construction bid packages, evaluates contractors’ bids and prepares agenda reports for construction contract award.
- Identifies, investigates and resolves project-related problems to keep all construction activities on track and in accordance with specifications; prepare estimates of time and material costs; negotiates and processes change orders.
- Investigates problems in the field and identifies solutions in collaboration with project stakeholders.
- Reviews daily inspection reports and conducts job walks with the project inspector to ensure construction progress and conformance.
- Prepares punch lists and conducts final review of all projects.
- Organizes and maintains all records on project status and contractor performance.
- Responds to citizen inquiries and complaints.
Requirements:
- A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related engineering field.
- Minimum two years of recent professional experience in the field of civil engineering, including design, project administration and/or construction management experience.
- Possession of an Engineer in Training (EIT) certificate issued by the California State Board of Registration for Professional Engineers.
- Possession of or in the process of obtaining a valid Certificate of Registration as Professional Engineer issued by the State of California.
