Job Description:

The Director of the Office of Environmental Quality & Sustainability is responsible for strategically leading, mentoring, and influencing members of the operations team to provide direction on sustainability programs and key environmental, energy, water and climate matters for the City of Dallas. The director works with Federal, State and local teams toward the advancement of the City of Dallas’ sustainability strategy and continuous environmental performance improvement. The director provides advice to operating sites relative to required compliances – with a primary focus on environmental affairs and sustainability – and coordinates efforts to obtain environmental permits and regularly participates in internal audits of facilities. The director is also responsible for oversight of projects involving environmental impacts and site remediation and works closely with City finance and legal departments in connection with such projects. In addition to environmental clean-up projects, the director supports the operations, finance and legal departments on environmental matters associated with capital projects and plant closures.

Responsibilities:

  • Implementing the City’s new Comprehensive Environmental & Climate Action Plan (CECAP)
  • Working directing with policymakers, businesses, advocates, community members, and other stakeholders on environmental issues and solutions
  • Managing the various environmental programs in the City of Dallas including stormwater enforcement, air pollution control, air monitoring, water conservation, environmental diligence, brownfields revitalization, environmental management systems, environmental outreach/engagement, and waste/recycling planning
  • Creating new partnerships and policies to further CECAP and other environmental efforts
  • Managing environmental conditions/risks for legacy sites and property acquisitions.
  • Continually monitoring the City’s continual improvement and internal compliance with applicable environmental laws and regulations including the Clean Water Act, the Clean Air Act, the Resource Conservation and Recovery Act, and the Toxic Substance Control Act
  • Implementing and overseeing the City’s Environmental Management System (ISO 14001)
  • Developing environmental education and training for employees and the community
  • Creating and implementing environmental justice and equity tools
  • Strong grant writing, proposal development and external funding skills
  • Providing support to other City departments on environmental and sustainability issues
  • Actively seeks to eliminate race and health disparities

Requirements:

  • Minimum of 10+ years’ experience in the fields of environmental management, compliance, environmental equity and sustainability programs;
  • Extensive knowledge of policy, planning and science;
  • Bachelor of Science degree in environmental law/policy/sciences or similar is required;
  • Substantial and progressive experience in dealing with enforcement/legal matters pertaining to environmental issues at operating sites, as well as developing, implementing, managing and auditing programs applicable to multiple facilities.
